Define exactly who this program is for and the specific change it is meant to make in their lives, anchored to the person served rather than the funder who pays.

The first step of designing, before you map any model.

Who you serve. Define the specific people this program is for, tightly enough that you could tell whether a given person is or is not who it is meant for. Who it is for

Who it is not for

The change you intend. State the specific change the program is meant to make in the lives of those people, in their terms, not the outputs you count for a funder

Keep the funder honest but separate. Where a funder measures something different from the change you intend, note it here, so you serve the person and report to the funder without confusing the two

The split-loop check. Is the change above the one the people you serve actually need, or the one that is easiest to fund? If it is the easy-to-fund one, rewrite it. Honest answer
