A real transfer means the successor is making the decisions and holding the relationships by the end of the overlap, with the outgoing leader coaching rather than running things. If the overlap is just the successor shadowing while the outgoing leader keeps leading, nothing has passed, and the handoff will be a cliff the day the outgoing leader leaves.
