Test the staffing rating with one honest question, because a leader who has adapted to a broken process stops seeing it as broken.
Ask this of yourself and, separately, of a recent hire and a manager: right now, can you reliably get the right people, set them up to succeed, and hold them to clear expectations, or does each of those feel like luck?
If any of the three feels like luck, or a recent hire's view is far worse than the leader's, staffing is weaker than it feels from the top. Trust the honest answer. That gap is the finding.
