A plan that has been walked through a real scenario, with its holes fixed, and that is reviewed on a set rhythm, is a living readiness rather than a document. If the drill found holes, that is exactly why you drill: you found them while it was cheap. If the first review found things already out of date, that is why the rhythm exists. Keeps current the Continuity-of-Service Plan and reads the signals from the Early-Warning Indicators.
