Appropriation. Asking a legislature for money is lobbying, which a tax-exempt organization has legal limits on. Get a nonprofit attorney to set the limits and the tracking.
Millage on a ballot. The rules on what your organization itself may do versus a separate ballot committee are strict, partisan or candidate activity is forbidden, and getting this wrong can end your tax-exempt standing. An attorney is required before you act.
Trust. The lightest legal load, a relationship and a proposal, though gift terms warrant a look. All legal lines route to a nonprofit attorney and to the compliance work.
Trust: cultivate the relationship and submit the proposal. Appropriation: build legislative support and make the request within lobbying limits. Millage: build the coalition and public support while keeping the organization's own activity strictly within what the law allows, with the campaign itself run by the right entity.
