Turn the assessment into a real, board-owned decision about which public award, if any, to pursue, so a pursuit that proceeds has real authority behind it.

The fourth step of choosing, at a board meeting. Pursuing a major public award is a board act, not delegable to staff.

Before the board, put in front of them the three kinds, the eligibility and realism screen, and the landscape and relationship map. The board decides.

If pursue, the next step is the winning work, which carries the legal rules for lobbying and campaigns. If not pursue or not yet, route to individual giving and grants and record so it is not relitigated on momentum.
