Mark the ones where people would be genuinely harmed if they stopped, apart from the ones that could pause for weeks without real harm.

This map is the backbone of your continuity plan. The services marked must continue are what the plan protects first, and the short list of what each needs tells you exactly what a shock cannot be allowed to take. If everything is marked must continue, look again: in a real shock you will not be able to protect everything, and deciding now is kinder than deciding under pressure.
