Test the board rating with one honest question, because a board rated from inside its own meetings looks better than it is.
Ask this of yourself and, separately, of the board chair and one board member: when did your board last make a hard decision that leadership did not drive? And does every board member know, plainly, the difference between governing the organization and volunteering for it?
If the board mostly nods along, or thinks its job is to help, or the answers diverge, the board is weaker than the minutes suggest. Trust the honest answer.
