Assign who decides what, so decisions stop defaulting to the top, and attach accountability so the new rights hold.

Part A. Who decides

For each recurring decision, sort the roles. The rule: push each decision to the lowest level that can hold it well. If it defaults to you only because it always has, that is a bottleneck, not a necessity.

Come back here after the handoff. For each decision now owned by someone other than you:

A decision with an owner but no accountability drifts back to the top the first time it goes sideways. Both halves have to be filled in for the structure to hold.
