If the board will not adopt or own the plan, it has no authority in a real shock. Route the board question to board governance and development, resolve it, and return to adopt.
A complete plan says what keeps running, how you run lean, and who leads, and it is adopted by the board and known to the staff. A plan that is written but not adopted is a draft, and a draft gets argued with in a crisis, which is exactly when there is no time to argue.
