Set each start-work date far enough before the deadline that the work can actually be done in time, not the day before. Keep the proof: a met obligation you cannot prove is a problem in an audit. This calendar is only useful if it is maintained: when a new obligation appears, a new grant, a new state you fundraise in, a new program license, it goes on the day it arrives.
