A good target is a specific decision a nameable person or body can actually make, on a real calendar, that the people you serve genuinely want, and specific enough that you will know whether you won. A change no specific decision-maker can grant is not a strategy target, it is a wish, and it will absorb your effort against no one. If you cannot name the authority, go back and define a change that has one. Feeds the Power Map.
