← Back to Build a Strategy for the Change You Seek

Change and Target Definition.

Define the change you seek as a specific, concrete decision, and name exactly who has the authority to make it, so your effort has somewhere to land rather than campaigning forever against no one.

First in Build a Strategy for the Change You Seek, before you map power or choose tactics.

Define the change as a specific decision

Name who can grant it

A good target is a specific decision a nameable person or body can actually make, on a real calendar, that the people you serve genuinely want, and specific enough that you will know whether you won. A change no specific decision-maker can grant is not a strategy target, it is a wish, and it will absorb your effort against no one. If you cannot name the authority, go back and define a change that has one. Feeds the Power Map.
