Board Mission Ownership.

Put the governing-managing line back in force and get the board to own, in its own words, the mission it is guarding. This is the move the mission work routes here for when the board would not hold the mission.

If the board cannot state the mission in its own words, the problem is upstream, and the mission itself may need clarifying first. Go to the mission work before the board can hold it.
