If honest income does not cover required spending, do not invent a number to balance it. Name the gap and decide: raise more (route to the funding work), spend less (return to your priorities), or, if neither will close it, face the deficit question and mission clarity and strategic direction. A budget balanced with a made-up number is worse than an honest one that shows a gap.
